Objective: The aim of this research was to identify the values and norms underlying the prevalence and spread of addictive substances in the Shoush district of Tehran. Method: The research approach was qualitative, and the research method employed was thematic analysis. The study population included local dignitaries and trusted figures, business owners and bazaar merchants, police force personnel, long-time residents of the neighborhoods, mosque trustees, and researchers active in the history of old Tehran. Sampling was conducted purposefully using the snowball technique, reaching saturation after semi-structured interviews with 31 individuals. Thematic analysis was used for data analysis. Results: Data coding yielded 169 basic concepts, 27 sub-themes, and 7 main themes. The findings indicated that the values and norms generating the prevalence and spread of addictive substances in the Shoush district included the norm of failure and subjectification, the norm of easy gain, network trust, spatial generativity/productivity, the norm of modeling and simulating, kinship and family chains affirming consumption, and cost-free re-integration. Conclusion: The research results suggest that, to eradicate addictive substances in this area, it is necessary to employ community-based approaches along with the empowerment of various individuals and social groups to create conditions for the social reconstruction of the area, thereby diminishing the situational normalization that has formed around addictive substances.
