fa آسیب ‌شناسی و راهبردهای ساماندهی سازمان‌ های مردم‌نهاد در مبارزه با اعتیاد در ایران: تحلیل چالش‌ها و فرصت ‌های مشارکت مردمی Pathology and Structuring Strategies of Non-Governmental Organizations in Combating Addiction in Iran: An Analysis of Challenges and Opportunities for Public Participation تخصصي Special پژوهشي Research هدف: این پژوهش با هدف آسیب ‌شناسی، تحلیل چالش ‌ها، فرصت ‌ها و ارائه راهبردهای ساماندهی سازمان‌های مردم‌نهاد در حوزه مبارزه با اعتیاد در ایران انجام شد. روش: پژوهش حاضر با رویکرد توصیفی–تحلیلی و با استفاده از روش تحلیل محتوا انجام شد. جامعه آماری شامل 270 نفر از مدیران، کارشناسان و روسای کمیتههای تخصصی سازمان‌های مردم‌نهاد فعال در حوزه مبارزه با اعتیاد بود. همه افراد این جامعه نمونه مطالعه را تشکل دادند. داده‌ها از طریق پرسش نامه‌های استاندارد و مصاحبه‌ های نیمه ‌ساختاریافته گردآوری شدند. تحلیل داده‌ها با بهره‌گیری از نرم ‌افزار تخصصی تحلیلی داده های کیفی و روش ‌های آماری تکمیلی (آزمون‌های خی‌دو، تحلیل واریانس، و ضریب همبستگی پیرسون) برای بخش کمی صورت گرفت. یافته‌ ها: نتایج پژوهش نشان داد که آسیب‌ های سازمان ‌های مردم ‌نهاد را می‌توان در سه دسته ‌ی ساختاری، زمینه ‌ای و رفتاری طبقه ‌بندی کرد که بیشترین سهم مربوط به آسیب ‌های ساختاری بود. به طور خاص، مهم‌ ترین آسیب ‌ها و چالش‌ های سازمان ‌های مردم ‌نهاد به ترتیب شامل مشکلات و کمبود منابع مالی؛ ضعف در سیستم‌ های پایش و ارزیابی مستمر؛ کمبود دانش، آموزش و نیروی متخصص؛ عدم توجه کافی به کیفیت برنامه‌ ها و اثربخشی آن ‌ها؛ و کمبود پروژه ‌های تحقیقاتی و مطالعاتی بودند. در مقابل، فرصت‌هایی نظیر تقویت گفتمان مشارکت اجتماعی در مبارزه با اعتیاد، حساسیت بالای افکار عمومی نسبت به مسائل اعتیاد و پتانسیل شبکه‌سازی سازمان‌های مردم ‌نهاد شناسایی شدند. نتیجه ‌گیری: یافته‌ها نشان می‌دهد که سازماندهی و توانمندسازی سازمان‌های مردم‌نهاد از طریق رفع چالش‌ ها و بهره‌ برداری از فرصت ‌ها، نقش حیاتی در افزایش اثربخشی تلاش‌های مبارزه با اعتیاد خواهد داشت. به علاوه، راهبردهایی شامل توسعه طرح‌های کلان ملی، ایجاد پلتفرم تبادل تجربیات، توانمندسازی سازمان‌های مردم ‌نهاد، تقویت مکانیزم‌های نظارت و ارزیابی و همکاری بین ‌بخشی برای مبارزه با اعتیاد پیشنهاد می شود.   <div style="text-align: justify;">Objective: This research was conducted with the aim of identifying the pathology, analyzing the challenges and opportunities, and presenting strategies for structuring non-governmental organizations (NGOs) involved in combating addiction in Iran. Method: The present study employed a descriptive-analytical approach using content analysis. The statistical population included 270 managers, experts, and heads of specialized committees within NGOs active in the field of addiction control. The entire population constituted the study sample. Data were collected through standardized questionnaires and semi-structured interviews. Data analysis utilized specialized qualitative data analysis software and supplementary statistical methods (Chi-square tests, analysis of variance, and Pearson's correlation coefficient) for the quantitative section. Results: The research results indicated that the damages of NGOs could be classified into three categories: structural, contextual, and behavioral, with structural dysfunctions accounting for the largest share. Specifically, the most significant dysfunctions and challenges facing these NGOs were, in order of importance, related to: financial resource shortages and issues; weak continuous monitoring and evaluation systems; lack of knowledge, training, and specialized personnel; insufficient attention to the quality and effectiveness of programs; and scarcity of research and study projects. In contrast, opportunities such as strengthening the discourse on social participation in addiction control, high public sensitivity to addiction issues, and the potential for NGO networking were identified. Conclusion: The findings suggest that the structuring and empowerment of NGOs—by addressing challenges and capitalizing on opportunities—will play a vital role in increasing the effectiveness of addiction control efforts.
